KINGFO runs a range of programmes that strengthen civil society, promote good governance, and empower communities across Kitgum and Lamwo districts.

COORDINATION AND NETWORKING PROGRAM

The Coordination and Networking Program aims to strengthen Civil Society Organization (CSO) operations in the Acholi sub-region by addressing key institutional and operational challenges. These include weak membership structures, limited understanding of network mandates among secretariats, boards, and member organizations, unstandardized engagement approaches, inadequate interaction with duty bearers, and low visibility and public appreciation of CSOs. The program places strong emphasis on enhancing coordination and networking among CSOs to promote coherence, collaboration, and strategic alignment. It focuses on improving information sharing, minimizing duplication of efforts, and fostering collective action among member organizations. By reinforcing coordination structures, the program ensures that CSOs effectively respond to emerging development challenges while remaining aligned with their core mandates and objectives. Through this approach, the program continues to strengthen collaboration, coordination, and joint action among CSOs to enhance their effectiveness, efficiency, and overall impact in service delivery and development interventions, particularly in Kitgum and Lamwo districts in Northern Uganda. Additionally, the program supports CSO sector working groups and district-led coordination platforms in Kitgum. It also plays a key role in planning and organizing significant district events, including national and international celebrations and commemorations. These platforms serve as critical avenues for advocacy, review of CSO activities and progress, dialogue on emerging issues, and alignment of interventions with national and sectoral priorities.

Governance Program

The Governance Program is designed to strengthen civic competence and promote active citizenship in public affairs. It focuses on enhancing citizens’ ability to meaningfully influence public policy and decision-making processes, particularly in areas of public service delivery and democratic participation. The program supports increased citizen engagement by creating platforms for communities to actively participate in governance processes, voice their concerns, and contribute to policy formulation and implementation. Through these efforts, citizens are empowered to hold duty bearers accountable and demand improved service delivery. A key component of the program is the monitoring and reporting of public projects. This is implemented through tools such as the Contract Monitoring System (CMS) and the Citizens Feedback Platform (CFP) App, which facilitate real-time tracking of public investments and service delivery outcomes. These tools enhance transparency, promote accountability, and strengthen evidence-based advocacy. The program further emphasizes public accountability, community empowerment, and active citizen participation. It enables communities to identify, observe, and report corruption cases and grievances to relevant oversight institutions, including the Inspectorate of Government (IG), the Office of the Auditor General (OAG), the State House Anti-Corruption Unit, and the Public Procurement and Disposal of Public Assets Authority (PPDA). Through these integrated approaches, the program contributes to improved governance, reduced corruption, and strengthened trust between citizens and public institutions.
PEACE BUILDING AND HUMAN RIGHTS PROGRAMActive

PEACE BUILDING AND HUMAN RIGHTS PROGRAM

The Peace Building and Human Rights Program coordinates human rights initiatives aimed at strengthening the capacity of justice institutions to effectively deliver justice. It strategically promotes, protects, and fosters respect for human rights among both state and non-state actors, while also supporting land and environmental rights for local communities in Kitgum and Lamwo districts. KINGFO currently serves as the lead institution steering the Kitgum District Human Rights Committee (KDHRC), providing coordination and technical guidance to enhance human rights governance at the district level. The department also conducts community sensitization on land rights through the Acholi Large Scale Investment Interest Group (ALSIIG), empowering communities with knowledge to safeguard their land and natural resources. In addition, the program facilitates local public policy engagement by supporting Civil Society Organization (CSO) participation in Local Council sector committee meetings, ensuring that citizen voices influence decision-making processes. The program’s peacebuilding efforts are anchored in Transitional Justice (TJ), focusing on addressing the legacies of past human rights violations. This approach aims to promote accountability, reconciliation, and healing, thereby laying a strong foundation for a just and peaceful future for post-war communities, refugees, refugee host communities, and Internally Displaced Persons (IDPs).
